The greatest fiscal danger to every citizen is unchecked Congressional spending and taxes. Almost every Congress in our lifetime has been unable to resist spending every tax dollar taken in, and then borrowing more. Congress is addicted - that addiction has our country headed for fiscal disaster. There is only one way to force Congress to balance the budget - TO MAKE THEIR ELIGIBILITY FOR RE-ELECTION DEPEND ON IT! Therefore, I make this modest proposal - that we the people amend our Constitution with the CAST'M OUT Amendment (Congress's Addiction to Spending and Taxes - More Opportunity Using Thrift). It's very simple, and has two provisions: 1. No sitting member of Congress shall be eligible for election or re-election to any seat in Congress, the Presidency or the Vice-Presidency unless, at the end of the first fiscal year of each Congress, a certificate issued by the Congressional Budget Office establishes that the total revenues of the federal government equalled or exceeded its total expenditures. 2. The provisions of paragraph 1 can be waived only upon 3/4 vote of both the House of Representatives and the Senate, and the signature of the President, certifying that a state of national emergency exists. Quite simply, members of Congress will make the tough decisions necessary to balance the federal budget ONLY IF their ability to run for their seat or another seat in Congress, or for the Presidency or Vice-Presidency depends on balancing the budget. Given the difficulty faced by voters in holding their elected members of Congress accountable for federal spending and taxes, it only makes sense to build into the Constitution the means to ensure fiscal responsibility, if only in every other fiscal year. Without this check and balance, all Americans will surely face a deficit disaster in coming years. |

To get an Amendment passed, it would have to clear not only the House and Senate, but also would have to be signed off on by the President. Which makes it very unlikely to happen.
The best thing to do, is use your voting powers, and persuasiveness. A bill such as this would never be passed. I would personally love to see more politicians held accountable for the faux pas they've gotten America in.
It amazes me how people will continually vote in the Congressperson/Senator that has caused the voters and America the most destress. Barney Frank, Nancy Pelosi, Joe Biden, John Kerry, Maxine Waters, Bill Frist, Dick Pombo, Duke Cunningham, and many other corrupt Congressperons/Senators WILL be reelected. They will be reelected blindly, meaning that the people voting for the are either voting their party, or voting for them because they are in incumbent.
I really wish people would spend just as much time researching the other people they will vote for on the 4th, instead of focusing so much on the Presidents. Congress & Senate can do a substantial amount more then the president can.
